One carrier, one contract, two different deadlines
Cargus publishes two claim regimes in a single set of terms, and which one applies depends on the service booked rather than on what went wrong. Book the courier service and a claim may be made within six calendar months of posting. Book the shipping-of-goods service and the same events carry 30 days for partial or total deterioration, 30 days for loss or theft counted from when delivery was due, and 21 days for late delivery. A shipper who reads the six-month figure and files on day 40 of a goods shipment is out of time by ten days. The liability regime behind the numbers
Most disputes about carrier compensation are really disputes about which regime applies. A carrier applying a statutory cap is not lowballing, and knowing which one governs your shipment tells you whether a low offer is negotiable or simply the law.

10x the service tariff, or the declared value
This is the statute behind the courier half of a Romanian carrier's terms, and Cargus restates it almost line for line. Art. 38(3) sets the preliminary complaint at 6 months from depositing the item and art. 38(4) gives the operator 3 months to resolve it; art. 39 then allows a complaint to ANCOM, but only on proof that the preliminary procedure was followed. Art. 42 sets the money: full declared value for a declared-value service, the full cash-on-delivery amount where the operator handed the parcel over without collecting it, and otherwise 10 times the service tariff, for partial loss and deterioration as much as for total loss. Statutory penalty interest runs from the complaint or the court claim, whichever comes first, and under-declaring a value caps the payout at the declared figure. Art. 43 is the exoneration list carriers copy: fault of the sender or recipient, no letterbox or receiving service, an item accepted without objection except as to its contents, and force majeure. Art. 47 is the one worth knowing, because it only works one way: the parties may contract to *increase* the operator's liability, which is what a paid declared-value extension is.

How long do I have to claim from Cargus?

Does Cargus really cover up to RON 23,000?
Only if liability was extended: the box on the Transport Note must be filled in and the percentage fee on the declared value paid. Standard cover is the RON equivalent of USD 2.50 per kilogram of missing gross weight, and the extension excludes indirect and special damages.
What happens if nothing is recorded at hand-over?
The terms presume the delivery arrived in good condition. Where loss or partial deterioration is visible at hand-over, the consignee and the Cargus courier draw up findings Minutes; without them the claimant argues uphill from that presumption.
